Driver in a Richmond hit-and-run accident charged with murder

Contra Costa County, California – The driver in a Richmond hit-and-run accident that occurred on March 21 has been charged with murder, according to the Contra Costa District Attorney’s Office.

The San Anselmo driver, Roman Gaelan Seabock, 20, is charged with one felony count of murder, with an enhancement for the alleged use of a dangerous weapon against Raul Morales Lopez, Jr., 33, in this instance, which was a 1997 Dodge van.

Lopez was run over by a Dodge van, operated by Seabock, on March 21 around 10 p.m. while riding his bicycle on a sidewalk on Hoffman Boulevard near Cutting Boulevard. Lopez was pronounced dead at the scene upon the arrival of the emergency crews.

The Richmond Police Department led an investigation into this incident, and evidence gathered at the scene, such as witness statements and footage obtained from surveillance cameras in the surrounding area, pointed at Seabock as the main suspect.

Seabock was taken into custody in San Anselmo on April 13.
